Montenegro Citizenship by Investment Program was created in 2018 and launched in 2019.

Although it was supposed to last only three years, the scheme was recently extended for more foreign investors to enjoy the benefits of Montenegro citizenship, some of which include visa-free access to 123 countries. This is due to Montenegro’s membership in the North Atlantic Treaty Organization (NATO).

Montenegro is also part of the E-2 Treaty Program that allows people with Montenegro citizenship to reside and work in the USA.

  • At least 18 years old.
  • No criminal record.
  • No sanctions or bans on entry to any country.
  • Good health.
  • Good credit history.
  • Legal funds to make the investment (source must be proven).
  • Previous citizenship must be from a non-EU/EEA country (this Montenegro citizenship program is only for nationals of third countries).

You can accede to Montenegro citizenship by donation to a government fund plus investment in real estate under the Montenegro Citizenship by Investment Program.
